Prime Minister Rabin and Mr. Arafat signed a new agreement to implement the next phase of the Israel-Palestine peace process. The agreement detailed the Israeli withdrawal town by town from the Palestinian areas it has occupied since 1967. It also provides for much more self-rule in these areas by a Palestinian Council until a new state emerges around the turn of the century. The participants praised the many parties involved for their great efforts in reaching this historic agreement. President Clinton welcomed the leaders to the White House for what he called a milestone in the fight against violence and terror. The virtues of courage and sacrafice demonstrated by the Israeli and Palestinian people truly set them apart in history as peacemakers, the president said. As he adjourned the ceremony, the president congratualted the leaders for “writing a new history for their ancient lands.”
