FBI agents and negotiators testified on the rules of engagement, or special shooting rules, concerning the Ruby Ridge incident. Mr. Glenn, who was commander during the Ruby Ridge incident, testified that he was a scapegoat for higher FBI officials when an investigation of the shootout started. His version of events contradicted statements given by Larry Potts, a senior FBI official. Deputy U.S. Marshal Smith upheld Glenn’s testimony. Mr. Sullivan was attorney for four other FBI agents whom he said would invoke their Fifth Amendment right against self-incrimination and refuse to testify. The subcommittee chairman later reported that the four agents expressed this intent to the subcommittee in a closed session.
