In an excerpt, members debated the rules governing debate in the Senate. During that Wednesday’s open session of the Senate, Senator Tom Harkin (D-IA) proposed reducing the number of votes needed for cloture. A cloture motion brings debates on bills to a close, thereby ending a filibuster. Under the current Senate rules 60 votes are necessary to invoke cloture. Under Senator Harkin’s proposal, cloture would occur with a simple majority of 51 votes. close
