Ms. Rasco spoke on the Clinton administration’s domestic policyagenda. She focused on the issue of unfunded federal mandates andbalancing the relationship between federal, state, local and tribalgovernments. Following her prepared statement, she took questions from theaudience. Commission officials discussed the Federal Elections Commission audit of the 1992 presidential election, changes which have madethe commission’s operation more efficient, and the federal campaignlaws the commission enforces. They also discussed the 1994 elections andthe amounts spent by both groups during the campaigns.
