Associate Justice Scalia swore in Justice Stephen Breyer during a White House ceremony. Vice president Gore spoke for the president who was in Minneapolis advocating his crime bill. He said Breyer’s “sheer excellence, unmatched understanding of the law, and genius for building consensus have created a remarkable record.”
