President Clinton introduced Chief Judge Abner Mikva, U.S. Court of Appeals, Washington, DC, who is to become the new White House Counsel effective October 1. Clinton called Mikva “a man of great decency who loves his country very much,” and mentioned that in accepting this position, Mikva gives up a lifetime appointment to the Federal Bench. President Clinton also praised outgoing WH Counsel, Lloyd Cutler, and then asked Mikva to address the assemblage. After Mikva’s remarks, a question was asked on an unrelated subject (the baseball strike).
