During the first day of congressional Whitewater hearings, the House Banking Committee began its look into the Whitewater investigation. According to guidelines eastablish earlier this year, the hearing will focus only on White House contacts with Treasury Department personnel on Whitewater and on events surrounding the suicide of White House Deputy Counsel Vincent Foster. The sole witness on this first day was White House Counsel Lloyd Cutler.
