Using the Oxford-style debate, members of Congress argued the merits of the Clinton and other health care reform packages. Eight House members made up two partisan teams for this health care debate which was moderated by Representative Ben Cardin (D-MD) who organized the event along with Representative Robert Walker (R-PA). The format for this debate was based on the practices of the Oxford Union Society. The debates stressed spontaneity and direct questioning and allowed for interruption at any time. close
