Governor of Hong Kong Christopher Patten took questions from members of the legislative council. Many of the questions focused on his proposal for constitutional reform which was currently before the legislature. Primarily, his reform package was designed to set the stage for parliamentary elections in 1995 and the return of Hong Kong to China in 1997. Under a 99 year lease with China, the British gained control of Hong Kong in 1898. close
