President Clinton spoke to an audience at Alameda Naval Air Station on his administration’s efforts to help military personnel and communities affected by the base closing program of the Department of Defense. He discussed the legislation signed earlier in the year providing funds to aid communities with closed bases, as well as the North American Free Trade Agreement, which he said would help the economies of the U.S. and Mexico. His speech took place dockside in front of the USS Carl Vinson. close
