In an excerpt from the markup session on the fiscal year 1994 Department of Defense authorization bill, members debated the new policy on homosexuals in the military recently announced by President Clinton and the Department of Defense. The new policy would allow homosexuals to serve in the U.S. military as long as they do not make their sexual orientation known nor engage in homosexual conduct. Members debated the effect of the new policy on the military and the rights of military personnel.
