The committee heard testimony from Department of Defense officials on the administration’s new policy concerning homosexuals in the U.S. military. The previous day, President Clinton announced the introduction of the new policy, known as “don’t ask/don’t tell,” which would allow homosexuals to remain in the U.S. military as long as they do not engage in homosexual conduct on or off military duty. The hearing was marked by committee members' questioning of what is defined by “homosexual conduct” and public admission of homosexuality, and sharp criticism of the vague nature of the policy changes that may result in unending court cases concerning military discharges.
