Military logistics officers were among the witnesses at a hearing on the Pentagon’s 1033 Program that transfers excess equipment to state and local law enforcement agencies.The 1033 Program was created as part of the 1997 National Defense Authorization Act to allow state and local law enforcement agencies to purchase excess military tactical, transport, and surveillance equipment at a reduced cost. The hearing focused on efforts the Defense Department was making to strengthen the requirements for law enforcement officials to designate appropriate officials to obtain and transport the excess equipment. A Government Accountability Office report criticized the Pentagon for not having strict enough procedures for bringing new participants into the program. close
