Homeland Security Secretary Jeh Johnson spoke at a National Governors Association forum on cybersecurity. He outlined to the governors the consequences if his department was forced to shut down by a congressional failure to pass a bill to fund Homeland Security. He said a lapse in funding would affect border security, emergency aid for storms, and efforts to combat *ISIS. Secretary Johnson urged Congress to fund the department for the entire year but said doing so should not be tied to President Obama’s immigration executive order.

This session of the 2015 National Governors Association winter meeting focused on cybersecurity efforts at the federal and state level and also included remarks by U.S. Cyber Command head Lieutenant General Edward Cardon.
