Secretary of State John Kerry talked about the effects of the government shutdown and overall political dysfunction on the U.S.' standing in the world. He said that the world’s faith in America was shaken and than another shutdown cannot happen again. He also talked about the consequences of a crippled or weakened America, and described the impact of State Department personnel not being on the job.
