Jay Carney gave the daily White House briefing. He said President Obama would not have approved the kind of conference spending outlined in a report from the inspector general about the Internal Revenue Service, and that changes made in the previous year would have prevented wasteful spending on those conferences. Other topics included an upcoming meeting with the Chinese President Xi Jinping and protests in Turkey.
