Panelists talked about the costs of immigration reform on the long- and short-term federal budget and the wider impact on the economy. At the time of the program, Congress was working on legislation to overhaul the immigration system. Robert Rector and Steven Camarota both argued that the undocumented workers who would receive a path to citizenship have low education and skill levels that would not add enough to the economy and would put even more of a strain on welfare programs. Douglas Holtz-Eakin and Robert Lynch believed the economy would benefit from the influx of new legal workers. close
