He described his experiences as the chief economist of the U.S. Senate Banking, Housing, and Urban Affairs Committee and gave a chronology of the 2002 accounting crisis through the 2008 financial/mortgage crisis. A former Obama administration Treasury official, he said that the Troubled Asset Relief Program (TARP) was needed in 2008 to avoid a recession and that the U.S. economy would have been worse off without it. He also talked about crafting and helping secure passage of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.
This talk, held in partnership with the University of Maryland School of Public Policy, was part of the Center for Financial Policy’s “Congressional Briefings” series hosting current and former Capitol Hill staffers at the Robert H. Smith School of Business to speak about legislative issues related to financial policy.

Aaron Klein talked about financial regulatory reform.
