In his first speech as secretary of state, John Kerry spoke about U.S. foreign policy challenges. Saying “we can’t be strong in the world unless we are strong at home,” he called on legislators to avoid automatic spending cuts that could jeopardize $2.6 billion in aid, security assistance, and other international programs.
