General John Allen and Undersecretary James Miller testified on operations in Afghanistan. Among the topics they addressed were force levels in the country, tensions between the U.S. and Afghan government following the killing of 16 Afghan civilians, and preparations for the planned departure of allied combat troops by the end of 2014.
