Secretary Shaun Donovan testified on the Housing and Urban Development Department’s fiscal year 2013 budget. In his testimony he said the Federal Housing Administration would be able to meet requirements for the fund it uses to back its portfolio of government-backed home mortgages. The fund, which had been depleted by the housing crisis, would be replenished through increased fees and money from the recent settlement with big banks on home mortgage lending practices.
