Witnesses testified on President Obama’s recent recess appointments of Richard Cordray as head of the new Consumer Financial Protection Bureau (CFPB) and four commissioners to the National Labor Relations Board (NLRB). The Senate has been holding pro forma sessions intended to prevent recess appointments.
