Kathleen Strottman talked about two federal programs that offer states financial assistance for adoption and foster care programs. The funds are handled under the Social Security Act, and in fiscal year 2011, the federal government spent about $7 billion in funding to states. Ms. Strottman also responded to telephone calls and electronic communications.
