Witnesses testified about bioterror threats and government policy and operations in responding to the threats. A recent report by the WMD Terrorism Research Center had given the U.S. mostly failing grades on preparedness for a large-scale bioterrorism attack or a deadly disease outbreak, despite spending over $65 billion over the last decade.
