Howard Phillips, the founder and chairman of the Conservative Caucus, answered host and audience questions on the conservative movement in the United States. Mr. Phillips expressed a disappointment at President Reagan’s handling of the summit with Mr. Gorbachev and specifically, the INF treaty which he felt put the United States in danger.
