Witnesses spoke about the Federal Emergency Management Agency’s (FEMA) reform efforts since Hurricane Katrina. Craig Fugate said FEMA would not be able to handle a nuclear emergency similar to the one unfolding at the Fukushima power plant in Japan, but that the government was better prepared to deal with radiological emergencies after years of dirty bomb scenario training. He also talked about FEMA relief operations since the Japanese earthquake.
