Phyllis Caldwell testified on investigations into the use of faulty foreclosure documents and the Home Affordable Mortgage Program funded through the Troubled Asset Relief Program (TARP). In her remarks she said that investigations into the use of faulty foreclosure documents were likely to delay the sale of thousands of properties, and may "exert downward pressure on overall housing prices both in the short and long-run."
