The House Budget Committee began markup of the Reconciliation Act of 2010. Members approved a “shell” measure on a 21 to 16 vote and continued with motions to instruct the Rules Committee to take up certain amendments later in the week. The committee intended to replace the “shell” legislation with more specific provisions as markup hearings continued.
