Shaun Donovan testified about the fiscal year 2011 Housing and Urban Development budget. In his remarks he talked about proposed cuts to the budget and efforts to stabilize the housing market by reorganizing department's separate rental assistance programs. He also expressed a commitment to investing in programs to end homelessness. He announced plans to upgrade HUD's computer systems and modernize the department and provide more flexibility.
