House Majority Leader Steny Hoyer and House Blue Dog Coalition leaders spoke to reporters about “pay as you go” legislation, which would require that any new spending programs be paid for. The coalition is seeking to attach the legislation to HR 3226, the 2010 Defense spending bill, if the bill includes a debt limit increase.
