John Fund spoke about problems Democrats were having in passing health care legislation and their prospects in future elections. He focused on President Ronald Reagan's warnings that Republicans lose when they stray from core conservative values and when Democrats convince voters that they would govern as moderates. But Mr. Fund argued that each time Democrats are in power they can not govern as moderates because of the demands of the Democratic special interests groups.
