Treasury Secretary Geithner gave an overview of President Obama's budget proposals for fiscal year 2010. In his remarks he said the Obama administration would work with Congress to determine the size and shape of future economic rescue efforts and described a $250 billion "placeholder" provision which would allow the Treasury to purchase $750 billion in financial sector assets. He also responded to questions about an agreement to aid American International Group (AIG) with up to another $30 billion in taxpayer funds, saying that allowing the company to default on its obligations would cause "catastrophic damage to the American people."

00:01:59 Camp, David "Dave" LeeU.S. Representative

Yes, Mr. Chairman. I think

that would certainly help give us all a chance to have an opportunity

to...

Thank you.

Well, we have a major problem, because with our economy and the

fact that we...

And welcome, Mr. Secretary.

But Mr. Secretary,...

00:07:45 Rangel, Charles B.U.S. Representative

Mr. Levin's recognized.

00:07:49 Levin, Sander MartinU.S. Representative

(Off mike.)

00:07:50 Rangel, Charles B.U.S. Representative

Well, I assume that the administration's decision

still was the reduction of taxes for 95 percent...

00:08:07 Geithner, Timothy F.Secretary

Would you -- should I proceed with my opening

statement or would you like me to --

00:08:11 Rangel, Charles B.U.S. Representative

Oh, yes. I'm sorry. Yes.

The secretary's recognized.

00:08:16 Geithner, Timothy F.Secretary

Thank you, Mr. Chairman, Ranking Member Camp and

Thank you for...

00:18:30 Rangel, Charles B.U.S. Representative

Thank you, Mr. Secretary.

I'm very anxious to find out at this hearing and subsequent

Mr. Chairman, I think that what the economy

requires, what the American people demand is that...

00:22:38 Rangel, Charles B.U.S. Representative

Thank you.

00:22:40 Camp, David "Dave" LeeU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, President Obama stood before the Congress and said

that...

00:23:31 Geithner, Timothy F.Secretary

Congressman, thank you for raising those

questions and I want a chance to respond also to what...

00:25:21 Camp, David "Dave" LeeU.S. Representative

I -- I appreciate that. Time is so short and I'm

almost out of it but the concern is that I...

00:26:22 Geithner, Timothy F.Secretary

Mr. Chairman, can I respond briefly on those two

points? It's very important issues he raised...

00:27:33 Camp, David "Dave" LeeU.S. Representative

Far more than the top 2 percent rely on those

charities for their help --

(Cross talk.)

00:27:36 Geithner, Timothy F.Secretary

But this particular provision only affects a very

small fraction of Americans; 1.2 percent is...

00:27:44 Camp, David "Dave" LeeU.S. Representative

The phase-out of the deduction, yes, but the actual

contribution to the charity which will be...

00:27:52 Geithner, Timothy F.Secretary

Only if they change their behavior in response to

this provision. The evidence is mixed on whether...

00:28:50 Rangel, Charles B.U.S. Representative

The chair recognizes Mr. Levin of the troubled city

00:28:55 Levin, Sander MartinU.S. Representative

Thank you.

Mr. Secretary, let me ask you two questions that I'd like you to

answer based...

00:29:43 Geithner, Timothy F.Secretary

Thank you, Congressman. On the first issue, the

president's budget proposal is to treat income...

00:32:28 Rangel, Charles B.U.S. Representative

(Off mike). Secretary. The chair recognizes Mr.

Herger of California.

00:32:32 Herger, WallyU.S. Representative

Thank you, Mr. Chairman. Mr.

Secretary, I've been examining this document and I must confess...

00:34:18 Geithner, Timothy F.Secretary

Thank you, Congressman.

Let me just start by pointing out that the deficit...

00:37:05 Herger, WallyU.S. Representative

Mr. Secretary, I respectfully disagree with you.

But my question, again, was where is this money...

00:37:20 Geithner, Timothy F.Secretary

Congressman, the best way for us to sustain

confidence in our country is to act to solve these...

00:38:04 Herger, WallyU.S. Representative

I don't think anyone's recommending we do nothing.

Thank you.

00:38:11 Rangel, Charles B.U.S. Representative

(Off mike.)

00:38:13 McDermott, James "Jim"U.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, as I look at you, you remind me of the dilemma of

a...

00:39:30 Geithner, Timothy F.Secretary

Thank you, Congressman. You're absolutely right

that fixing the financial system so that credit...

00:40:03 McDermott, James "Jim"U.S. Representative

But who decides when they have enough to lend?

00:40:05 Geithner, Timothy F.Secretary

Well, that's a combination of judgments that are

complicated to make, but the key thing is to...

00:40:30 McDermott, James "Jim"U.S. Representative

Keep doors open.

00:40:30 Geithner, Timothy F.Secretary

Exactly. Exactly. But you have to do it in part

by making sure that banks have enough capital...

00:42:34 McDermott, James "Jim"U.S. Representative

Thank you.

00:42:38 Rangel, Charles B.U.S. Representative

(Off mike.)

00:42:42 Johnson, SamU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, the president's proposed a new mandate on every

business...

00:44:23 Geithner, Timothy F.Secretary

Thank you Congressman. Let me just start by

pointing out how important it is that all Americans...

00:44:38 Johnson, SamU.S. Representative

But you don't mandate it.

00:44:38 Geithner, Timothy F.Secretary

But the administrative costs in compliance we

think are modest. We think it's good economic...

00:45:20 Johnson, SamU.S. Representative

Well, it should be voluntary. You know, you force

people to put money into a stock market that's...

00:45:26 Geithner, Timothy F.Secretary

Well, Congressman, this doesn't force them to put

money in the stock market, it gives them the...

00:45:44 Johnson, SamU.S. Representative

Thank you, Mr. Chairman.

00:45:48 Rangel, Charles B.U.S. Representative

(Off mike) -- minutes is very awkward but I want to

let the minority and majority know that...

00:46:35 Lewis, JohnU.S. Representative

Thank you very much, Mr. chairman.

Thank you very much Mr. Secretary for being here today.

Mr....

00:47:16 Geithner, Timothy F.Secretary

Absolutely. A critical objective of the

president is to bring more fairness and balance to our...

00:48:01 Lewis, JohnU.S. Representative

Mr. Secretary, can you tell us if you really know --

why does the president believe that this...

00:48:08 Geithner, Timothy F.Secretary

Yes, I would say -- of course you've heard this

from him directly -- that this is a deep moral...

00:48:52 Lewis, JohnU.S. Representative

Mr. Secretary, long before these economic

difficulties, there's so many of our citizens that...

00:49:17 Geithner, Timothy F.Secretary

Absolutely. And you've seen in the Recovery Act

that Congress passed and you helped shape --...

00:50:02 Lewis, JohnU.S. Representative

Thank you very much, Mr. Secretary.

00:50:02 Rangel, Charles B.U.S. Representative

Thank you. In order to bring some balance to this,

the chair would recognize Mr. Neal of Massachusetts.

00:50:12 Neal, RichardU.S. Representative

Thank you very much, Mr. Chairman, Mr.

Secretary.

Mr. Secretary, compliments of...

00:51:39 Geithner, Timothy F.Secretary

You were prescient then and I think you're

absolutely right today. I think that as part of what...

00:52:43 Neal, RichardU.S. Representative

Mr. Secretary, domestic reinsurance. I filed

legislation time and again to deny deductions for...

00:53:22 Geithner, Timothy F.Secretary

You're absolutely right. There's a whole range

of areas where we're going to have to do a better...

00:53:35 Neal, RichardU.S. Representative

Thank you, Mr. Chairman, thank you, Mr. Secretary.

00:53:39 Rangel, Charles B.U.S. Representative

Mr. Brady.

00:53:39 Brady, KevinU.S. Representative

Welcome, Mr. Secretary. I applaud the

president's effort to submit an honest budget and a fiscally

responsible...

00:54:47 Geithner, Timothy F.Secretary

Congressman, thank you so much for raising this

point. It's very important.

The administration's...

00:55:33 Brady, KevinU.S. Representative

Mr. Secretary? Mr. Secretary, if you look at what

Chairman Bernanke said just last week, 2 percent...

00:56:11 Geithner, Timothy F.Secretary

Congressman, as I said, the (precedents ?) -- the

forecast that underpins this budget, which...

00:57:06 Brady, KevinU.S. Representative

I beg to differ. Nowhere close.

In April, when Director Orszag brings back the fleshed-out

budget,...

00:57:18 Geithner, Timothy F.Secretary

Congressman, we will make sure that the forecast

that underpins our budget reflects a realistic...

00:57:29 Brady, KevinU.S. Representative

Thanks --

00:57:29 Rangel, Charles B.U.S. Representative

The chair recognizes the gentleman from Tennessee,

Mr. Tanner.

00:57:35 Tanner, JohnU.S. Representative

Thank you very much, Mr. Chairman.

Thank you, Mr. Secretary, for being here.

Following...

00:58:13 Geithner, Timothy F.Secretary

Congressman, we are hopeful that we'll find a

basis, working with you and your colleagues, to...

00:58:32 Rangel, Charles B.U.S. Representative

The chair recognizes the gentleman from Texas, Mr.

Doggett, for three minutes.

00:58:37 Doggett, LloydU.S. Representative

Thank you very much.

Just following up on these same questions, I think as the

president's...

01:01:19 Geithner, Timothy F.Secretary

They do, and you're absolutely right.

Let me just start by saying that we fully support the...

01:01:23 Doggett, LloydU.S. Representative

Thank you.

01:01:23 Geithner, Timothy F.Secretary

-- and championed by your colleagues on offshore

tax centers, and we look forward to working...

01:01:30 Doggett, LloydU.S. Representative

Thank you very much.

01:01:30 Geithner, Timothy F.Secretary

-- as part of a broader effort to address

international tax evasion and close the tax gap.

Let...

01:03:57 Doggett, LloydU.S. Representative

Thank you, Mr. Chairman.

01:03:57 Linder, JohnU.S. Representative

Mr. Secretary, according to today's paper, it seems

that President Obama has found one more...

01:04:26 Geithner, Timothy F.Secretary

A fair question, Congressman. Fair question.

You know, the president, in...

01:05:13 Linder, JohnU.S. Representative

Thank you. I'd like to do that.

You've made three references in this last hour and a half --...

01:05:39 Geithner, Timothy F.Secretary

Thank you, Congressman.

I would say, if you -- again, if you look at the broad spectrum

of...

01:06:04 Linder, JohnU.S. Representative

But, do you have metrics --

01:06:04 Geithner, Timothy F.Secretary

-- I just want to emphasize again that if, again,

if you look at the pattern of government responses...

01:06:45 Doggett, LloydU.S. Representative

Thank you.

01:06:45 Rangel, Charles B.U.S. Representative

The gentleman from North Dakota, Mr. Pomeroy, for

three minutes.

01:06:53 Pomeroy, EarlU.S. Representative

Mr. Secretary, thank you for your

testimony. Thank you for your role in preparing this budget...

01:07:46 Geithner, Timothy F.Secretary

Thank you, Congressman.

If you, again, if you look back, we have this long-term rising

trend...

01:08:22 Pomeroy, EarlU.S. Representative

Now, what's -- how did that group fare relative to

wage earnings during, for example, the years...

01:08:31 Geithner, Timothy F.Secretary

You're absolutely right. The income gains for

those richest Americans rose at a dramatically...

01:08:40 Pomeroy, EarlU.S. Representative

I believe a statistic that I've heard -- on

average, so it's not entirely revealing but 7 percent...

01:08:57 Geithner, Timothy F.Secretary

That may be roughly the right -- sounds -- rough

-- orders of magnitude.

01:09:01 Pomeroy, EarlU.S. Representative

Do you believe that we can sustain an economic

recovery with the stalling out of the middle...

01:09:11 Geithner, Timothy F.Secretary

I don't believe so. I think our country will be

stronger if we're giving all Americans a greater...

01:09:28 Pomeroy, EarlU.S. Representative

I've looked some of those tables and I haven't

seen distribution imbalances like that until...

01:10:15 Geithner, Timothy F.Secretary

Thank you for your letter. I've read your letter

and understand your concern, and we're looking...

01:10:21 Pomeroy, EarlU.S. Representative

Thank you, Mr. Secretary.

I yield back.

01:10:24 Rangel, Charles B.U.S. Representative

Thank you.

The chair recognizes Mike Thompson, from California.

01:10:27 Thompson, MikeU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, thank you for being here.

I just have three quick...

01:12:35 Geithner, Timothy F.Secretary

Thank you.

01:12:37 Rangel, Charles B.U.S. Representative

The gentlelady from Florida, Congresswoman Brown-

Waite.

01:12:43 Brown-Waite, GinnyU.S. Representative

Thank you very much, Mr.

Chairman.

Mr. Secretary, I have mixed emotions about your...

01:13:59 Geithner, Timothy F.Secretary

Thank you very much.

It's very important to start by recognizing that what's happening

in...

01:15:25 Brown-Waite, GinnyU.S. Representative

Sir, have we unwittingly invested hundreds of

billions of dollars to create zombie banks? And...

01:15:37 Geithner, Timothy F.Secretary

Right. Congresswoman, again, we have a very

diverse financial system. There's a lot of strength...

01:16:53 Brown-Waite, GinnyU.S. Representative

I yield back the balance of my time.

01:16:56 Rangel, Charles B.U.S. Representative

(Off mike.)

01:17:03 Blumenauer, EarlU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, I'm pleased you're here. I'm pleased that you did

respond...

01:18:33 Geithner, Timothy F.Secretary

Yes, happy to work with you and look forward to

the chance to hear your concerns and suggestions...

01:18:40 Blumenauer, EarlU.S. Representative

Thank you, sir. I was disappointed but not

surprised to hear some of my friends on the other...

01:19:43 Geithner, Timothy F.Secretary

Thank you, Congressman. I think it's very

important, again, to look at the combined effect of...

01:20:52 Blumenauer, EarlU.S. Representative

I see my time has expired. But I wonder, Mr.

Secretary, if you could work with us to develop...

01:21:12 Geithner, Timothy F.Secretary

I welcome that suggestion, and I think it's an

important way to illustrate the overall effects.

01:21:15 Blumenauer, EarlU.S. Representative

Thank you very much, sir.

Thank you, Mr. Chairman.

01:21:19 Rangel, Charles B.U.S. Representative

(Off mike) -- for three minutes.

(Off mike discussion.)

Mr. Reichert of --

01:21:34 Reichert, DavidU.S. Representative

Okay. (Laughs.) Do you want to come

-- you skipped Mr. Davis, but I'll be happy to go, sir.

01:21:44 Rangel, Charles B.U.S. Representative

I'm sorry. According to the list, you came before

the gavel.

01:21:51 Reichert, DavidU.S. Representative

Okay.

01:21:52 Davis, Geoffrey "Geoff" C.U.S. Representative

I was in before the gavel also.

01:21:55 Rangel, Charles B.U.S. Representative

Well, it may be a question of just seniority.

01:21:55 Reichert, DavidU.S. Representative

I'll yield to Mr. Davis for now.

01:22:02 Rangel, Charles B.U.S. Representative

Mr. Davis, you're recognized. And unfortunately --

(inaudible). Mr. Davis is recognized for...

01:22:13 Davis, DannyU.S. Representative

Thank you, Mr. Chairman.

As we talk about a large mosaic, the devil's always in the

details....

01:24:23 Geithner, Timothy F.Secretary

Thank you, Congressman, for raising this issue.

I think that it's fair to say that there is...

01:24:44 Davis, DannyU.S. Representative

Reclaiming my time, Mr. Secretary, the one thing

that I would make a comment, I think some of...

01:25:07 Geithner, Timothy F.Secretary

Just to be quick, yes, I will be happy to work

with you and listen to your concerns on this...

01:26:00 Rangel, Charles B.U.S. Representative

(Off mike.)

01:26:02 Kind, RonU.S. Representative

Thank you, Mr. Chairman. Mr. Secretary, I

want to thank you for your testimony here today. And...

01:27:32 Geithner, Timothy F.Secretary

Thank you, Congressman. On the first question,

yes, we work very closely with the FDIC. Of course,...

01:29:16 Kind, RonU.S. Representative

Thank you, Mr. Secretary. Thank you, Mr. Chair.

01:29:22 Rangel, Charles B.U.S. Representative

Mr. Pascrell from New Jersey for three minutes.

01:29:26 Pascrell, William "Bill" J. Jr.U.S. Representative

Thank you, Mr. Chairman. Good

afternoon, Mr. Secretary. In New Jersey, the unemployment rate...

01:30:56 Geithner, Timothy F.Secretary

Thank you, Congressman. Let me just start with

the conditions on the assistance we provide to...

01:32:12 Pascrell, William "Bill" J. Jr.U.S. Representative

Something isn't happening that should be

happening. This weekend I met with 10 business people...

01:32:54 Geithner, Timothy F.Secretary

First of all, what they're seeing is happening

across the country and it's a measure of the...

01:33:46 Pascrell, William "Bill" J. Jr.U.S. Representative

Thank you, Mr. Secretary. Thank you, Mr.

Chairman.

01:33:46 Rangel, Charles B.U.S. Representative

(Off mike.)

01:33:53 Reichert, DavidU.S. Representative

Thank you, Mr. Chairman. Mr. Secretary, welcome.

I'll try to get to three quick issues in my...

01:34:23 Geithner, Timothy F.Secretary

Congressman, you're absolutely right -- that our

future depends on remaining open and playing...

01:34:38 Reichert, DavidU.S. Representative

But Mr. Secretary, it's not mentioned in the

budget once.

01:34:42 Geithner, Timothy F.Secretary

The budget -- the budget document is a

comprehensive set of proposals that relate to the budget...

01:34:54 Reichert, DavidU.S. Representative

Well, Mr. Secretary -- just to reclaim my time

again -- can we expect the administration then...

01:35:06 Geithner, Timothy F.Secretary

What you can expect is the president and his

administration will work carefully with the Congress...

01:35:24 Reichert, DavidU.S. Representative

Well, I hope -- I hope to see these votes come to

the floor. Our state needs that -- that business....

01:36:26 Geithner, Timothy F.Secretary

Congressman, this is why it's so important that

we move to make sure we strengthen our financial...

01:36:55 Reichert, DavidU.S. Representative

I agree with Mr. Pascrell. This is a serious

problem. We need to act now, and we need to make...

01:37:03 Geithner, Timothy F.Secretary

Completely --

01:37:03 Reichert, DavidU.S. Representative

My last question, sir. According to a February

26th article in the Politico, Speaker Pelosi...

01:37:26 Geithner, Timothy F.Secretary

Congressman, I support the president's budget, in

its full package of measures because I think...

01:37:51 Reichert, DavidU.S. Representative

Thank you, Mr. Chairman.

01:37:51 Rangel, Charles B.U.S. Representative

Thank you.

The chair recognizes the gentleman from Illinois, Congressman

Davis, for three...

01:37:59 Davis, DannyU.S. Representative

Thank you very much, Mr. Chairman.

Mr. Secretary, I'm very pleased that the president's budget

invests...

01:39:23 Geithner, Timothy F.Secretary

Congressman, on your first point, I think it's

very important that people have the opportunity...

01:40:24 Davis, DannyU.S. Representative

Let me thank you very much. And let me just agree

with my colleagues who suggest that anything...

01:40:53 Rangel, Charles B.U.S. Representative

The chair recognizes Mr. Etheridge of Tennessee for

three minutes -- North Carolina.

01:41:01 Etheridge, BobU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, thank you for being here. And let me echo my

colleagues,...

01:43:35 Geithner, Timothy F.Secretary

Thank you, Congressman.

01:43:35 Rangel, Charles B.U.S. Representative

(Off mike.) John Yarmuth.

01:43:38 Yarmuth, JohnU.S. Representative

Thank you, Mr. Chairman. And,

Secretary Geithner, it's nice to see you.

I'd like to begin...

01:45:12 Geithner, Timothy F.Secretary

Well, I think it's important to start by saying

that the transparency provisions and reforms...

01:46:43 Yarmuth, JohnU.S. Representative

I think -- because one of the things that I'm

getting when I'm home, and it's very frustrating,...

01:47:03 Geithner, Timothy F.Secretary

Can I just come back -- and that's a very

important point, but if you -- mortgage interest rates...

01:47:43 Boustany, Charles W. Jr.U.S. Representative

(Off mike.)

REP. CHARLES BOUSTANY, JR. (R-LA): Thank you, Mr. Chairman.

Mr. Secretary,...

01:48:13 Geithner, Timothy F.Secretary

Congressman, I can't answer that question, but

I'd be happy to try to look at any analysis you've...

01:49:00 Boustany, Charles W. Jr.U.S. Representative

But that's the key.

01:49:00 Geithner, Timothy F.Secretary

-- (inaudible).

01:49:00 Boustany, Charles W. Jr.U.S. Representative

We don't have a transition strategy. And natural

gas has been considered one of the key transition...

01:49:29 Geithner, Timothy F.Secretary

Well, Congressman, I do think it's important to

point out that in the stimulus program there...

01:49:50 Boustany, Charles W. Jr.U.S. Representative

Well, what about the Gulf Coast energy jobs that

we have today? This will kill those jobs. And...

01:50:01 Geithner, Timothy F.Secretary

Congressman, again, I think it's very important

to emphasize that, looking ahead, this budget,...

01:50:51 Boustany, Charles W. Jr.U.S. Representative

Thank you.

Mr. Chairman, before I close out, I ask unanimous consent to

include this letter...

01:50:59 Rangel, Charles B.U.S. Representative

(Off mike.)

01:50:59 Boustany, Charles W. Jr.U.S. Representative

Thank you.

01:50:59 Rangel, Charles B.U.S. Representative

(Off mike.)

01:51:07 Sanchez, Linda T.U.S. Representative

Thank you, Mr. Chairman.

And thank you, Secretary Geithner, for being with us this

afternoon.

I...

01:51:48 Geithner, Timothy F.Secretary

Congresswoman, if we -- it's important to start

again by saying that the fiscally responsible...

01:53:05 Sanchez, Linda T.U.S. Representative

So would it be fair to say that there's sort of a

short-term strategy combined with a long-term...

01:53:14 Geithner, Timothy F.Secretary

Better way than I said it, and you said it right.

But again, you've got to do them together,...

01:53:42 Sanchez, Linda T.U.S. Representative

All right. Thank you. I appreciate your answer,

and I yield back the balance of my time.

01:53:47 Rangel, Charles B.U.S. Representative

(Off mike.)

01:53:53 Heller, DeanU.S. Representative

Thank you very much, Mr. Chairman. Mr.

Chairman, thank you.

And Mr. Secretary, thank you...

01:55:23 Geithner, Timothy F.Secretary

I think it's just important to start with the

underlying reality, which is growth here in the...

01:57:11 Heller, DeanU.S. Representative

Thank you, Mr. Chairman.

01:57:11 Rangel, Charles B.U.S. Representative

(Off mike.)

01:57:19 Berkley, ShelleyU.S. Representative

And thank you, Mr. Secretary, for being here. I appreciate it

very...

02:01:14 Geithner, Timothy F.Secretary

I've heard the two specific ideas from you

privately and I'm happy to reflect on them. I don't...

02:01:24 Berkley, ShelleyU.S. Representative

And Florida and New York and a whole lot of

others.

02:01:27 Geithner, Timothy F.Secretary

And many, many states across the country.

02:01:30 Berkley, ShelleyU.S. Representative

In conclusion, could you -- I put a call into your

office on a totally separate subject. I know...

02:01:38 Geithner, Timothy F.Secretary

Absolutely.

02:01:41 Berkley, ShelleyU.S. Representative

Thank you.

02:01:41 Rangel, Charles B.U.S. Representative

(Off mike.)

02:01:44 Roskam, PeterU.S. Representative

Thank you, Mr. Chairman. Mr.

Secretary, one of the things that you spoke about had to do with

transparency...

02:03:28 Geithner, Timothy F.Secretary

Let me just say a few things in response to this.

I disclosed my full tax records not just to...

02:04:13 Roskam, PeterU.S. Representative

Well, and to the extent that you have control over

that -- and I assume you do as an individual...

02:04:26 Geithner, Timothy F.Secretary

I will do whatever is appropriate.

02:04:26 Roskam, PeterU.S. Representative

Well, let me just finish the question. Well, we're

deciding what's a appropriate and I'm asking...

02:04:48 Geithner, Timothy F.Secretary

Let me just say, there is no "Geithner rule." I'd

be happy to come talk to you about this in...

02:05:21 Roskam, PeterU.S. Representative

Okay, I realize my time is expired. It was a

complete unwillingness to engage.

02:05:29 Rangel, Charles B.U.S. Representative

(Off mike.)

02:05:34 Crowley, JosephU.S. Representative

Thank you, Mr. Chairman. Welcome to

the committee, Mr. Geithner, and thank you for your responses...

02:08:00 Geithner, Timothy F.Secretary

Congressman, thank you. I just want to point out

that compensation practice across the financial...

02:09:48 Crowley, JosephU.S. Representative

Thank you.

02:09:53 Van Hollen, ChristopherU.S. Representative

Thank you, Mr. Chairman. Thank

you, Mr. Secretary, for your testimony. As we move as a nation...

02:12:19 Geithner, Timothy F.Secretary

Absolutely right, these things have to go

together. Each will be less effective unless they're...

02:14:09 Van Hollen, ChristopherU.S. Representative

Thank you, Mr. Secretary.

02:14:14 Nunes, DevinU.S. Representative

Thank you, Mr. Chairman. Mr.

Secretary, thank you for coming to the committee. I want to make...

02:14:44 Geithner, Timothy F.Secretary

Let me just make sure I understand. You're

saying that the stimulus package absolutely --

02:14:48 Nunes, DevinU.S. Representative

And the omnibus.

02:14:50 Geithner, Timothy F.Secretary

The omnibus bill -- yeah, so that's still working

its way.

02:14:52 Nunes, DevinU.S. Representative

And the current budget.

02:14:52 Geithner, Timothy F.Secretary

The current budget is designed by the president's

economic team and --

02:14:58 Nunes, DevinU.S. Representative

And AIG bailout over the weekend.

02:15:02 Geithner, Timothy F.Secretary

And -- and the -- all the actions we are taking

to try to stabilize this financial system to...

02:15:19 Nunes, DevinU.S. Representative

I understand, but with the support of the president

as was the first bailout. The first TARP...

02:15:28 Geithner, Timothy F.Secretary

Well, I --

02:15:28 Nunes, DevinU.S. Representative

-- back in September.

02:15:31 Geithner, Timothy F.Secretary

-- I was not the -- not the secretary of the

Treasury then. I was the president of the New York...

02:15:34 Nunes, DevinU.S. Representative

I was at a meeting where you came and did ask for

the support of the Congress for that -- that...

02:15:41 Geithner, Timothy F.Secretary

I just want to point out this is very important

to do. The action that Congress authorized at...

02:15:55 Nunes, DevinU.S. Representative

Well understood, Mr. Secretary, but here's -- here's

the issue. We've thrown this all at the...

02:16:12 Geithner, Timothy F.Secretary

I don't think I -- I said that -- I said that our

budget presents a forecast for what the economy...

02:16:19 Nunes, DevinU.S. Representative

Understood. But here's the concern I think that a

lot of us have is that right now under your...

02:16:49 Geithner, Timothy F.Secretary

But Congressman, you're absolutely right. And --

but just remember where we're starting. We're...

02:17:01 Nunes, DevinU.S. Representative

Well, we're -- we're starting with about 6 (trillion

dollars) or 7 trillion (dollars) in debt...

02:17:06 Geithner, Timothy F.Secretary

Six -- that started -- built up over the last

eight years, magnified by the cost of this crisis...

02:17:13 Nunes, DevinU.S. Representative

No, built -- built up over the last 220 years.

02:17:15 Geithner, Timothy F.Secretary

True, but with a substantial increase in that

path over this past period -- this past eight...

02:18:06 Nunes, DevinU.S. Representative

I understand. I just want to make sure, and I'll

close with this, Mr. Secretary, that it's not...

02:18:34 Geithner, Timothy F.Secretary

Congressman, I -- I completely share your concern

but it is absolutely important that we get...

02:19:07 Nunes, DevinU.S. Representative

Well, thank you, Mr. Chairman. Thank you for

indulging me with extended time. Thank you.

02:19:14 Higgins, BrianU.S. Representative

Thank you, Mr. Chairman. Just a

comment and -- and then a question.

First...

02:20:52 Geithner, Timothy F.Secretary

Very important question. The president is going

to be proposing to the Congress a comprehensive...

02:21:50 Higgins, BrianU.S. Representative

I look forward to working with you. And I yield

back. Thank you.

02:21:54 Rangel, Charles B.U.S. Representative

(Off mike.)

02:21:58 Becerra, XavierU.S. Representative

Thank you, Mr. Chairman.

Mr. Secretary, I think you get to close with me, so I hope that

these...

02:24:24 Geithner, Timothy F.Secretary

Thank you, Congressman. I think it's going to

require better reporting. There's an important...

02:25:09 Becerra, XavierU.S. Representative

Well, thank you for that testimony.

Mr. Chairman, I appreciate the time. I look forward to working

with...

02:25:22 Geithner, Timothy F.Secretary

Thank you.

02:25:22 Rangel, Charles B.U.S. Representative

(Off mike.)

02:25:31 Ryan, PaulU.S. Representative

Thank you, Mr. Chairman.

02:25:31 Rangel, Charles B.U.S. Representative

(Off mike.)

02:25:33 Ryan, PaulU.S. Representative

Thank you. Understood. I just came over from Budget

Committee, so I didn't get the rules in...

02:26:45 Geithner, Timothy F.Secretary

Could I comment, though?

02:26:45 Ryan, PaulU.S. Representative

-- want to say there's another viewpoint on that.

02:26:45 Geithner, Timothy F.Secretary

Right. Could I comment, though, on this?

02:26:49 Ryan, PaulU.S. Representative

Sure.

02:26:49 Geithner, Timothy F.Secretary

This is really important.

02:26:51 Ryan, PaulU.S. Representative

Please do it very quickly, because I have some real

questions on Treasury I want to ask you.

02:26:54 Geithner, Timothy F.Secretary

Okay. But I just want to point out that if you

look at the combined effect of the things we...

02:27:10 Ryan, PaulU.S. Representative

Okay, but --

02:27:10 Geithner, Timothy F.Secretary

-- is to bring these down over time.

02:27:12 Ryan, PaulU.S. Representative

Agreed. Putting the AMT -- good move; good

budgeting. Suggesting we're going to have a surge...

02:27:22 Geithner, Timothy F.Secretary

(Inaudible.)

02:27:22 Ryan, PaulU.S. Representative

Let's disagree on that, and let me ask you further.

In the budget -- because I've only got three...

02:27:49 Geithner, Timothy F.Secretary

I have to look more carefully at the number

you're actually using for corporate taxes, but (we...

02:28:05 Ryan, PaulU.S. Representative

Yeah, your line is $210 (billion) over 10 years for

international tax reform.

02:28:11 Geithner, Timothy F.Secretary

Oh, you're referring to -- (inaudible).

02:28:11 Ryan, PaulU.S. Representative

Yeah, yeah.

02:28:11 Geithner, Timothy F.Secretary

Oh, okay.

02:28:14 Ryan, PaulU.S. Representative

So I know deferral is repealed --

02:28:17 Geithner, Timothy F.Secretary

We're going to -- as we said, it said in the

budget that we're going to come to Congress with...

02:28:40 Ryan, PaulU.S. Representative

Right. But beyond repealing deferral, where are you

thinking? I'm just really actually curious.

02:28:43 Geithner, Timothy F.Secretary

Well, it's very important, as some of your

colleagues said before you came in, that we work...

02:28:55 Ryan, PaulU.S. Representative

Okay, just quickly, the TARP. Actually, I think this

is an innovative idea, combining the TARP...

02:29:16 Geithner, Timothy F.Secretary

We put out a lot of details this morning on how

the first stage of this thing would be called...

02:29:49 Ryan, PaulU.S. Representative

But the basic structure is TALF, TARP and private

money? Is that what --

02:29:53 Geithner, Timothy F.Secretary

The basic structure in that context is government

financing -- in this case it will be through...

02:30:09 Ryan, PaulU.S. Representative

I'd like to get a more detailed briefing --

(inaudible) -- 30 minutes in the future, if you...

02:30:12 Geithner, Timothy F.Secretary

Right.

02:30:34 Meek, KendrickU.S. Representative

(Off mike.)

REP. K

ENDRICK MEEK (D-FL): Thank you, Mr. Chairman.

Secretary,...

02:32:34 Geithner, Timothy F.Secretary

Thank you, Congressman.

On your basic question of how we ensure that the money is going

where...

02:33:38 Meek, KendrickU.S. Representative

Mr. Secretary, when we passed TARP, and this is

before your tenure, when Paulson was there,...

02:34:01 Geithner, Timothy F.Secretary

You're right, it's very important to get this

right. You want to do it at the beginning --

02:34:04 Meek, KendrickU.S. Representative

Yes.

02:34:04 Geithner, Timothy F.Secretary

-- not after the money is out. And we'll give

you as much details, again, as quickly as we can...

02:34:13 Meek, KendrickU.S. Representative

Okay. Well --

02:34:13 Geithner, Timothy F.Secretary

But we're being very careful --

02:34:14 Meek, KendrickU.S. Representative

Yeah.

02:34:14 Geithner, Timothy F.Secretary

-- and we're going to make sure the people in

charge of administering this program, which in...

02:34:21 Meek, KendrickU.S. Representative

Well, we want to make sure that there's a police

officer there at the beginning versus several...

02:34:30 Rangel, Charles B.U.S. Representative

(Off mike.)

02:34:35 Schwartz, AllysonU.S. Representative

Thank you, Mr. Chairman, and thank

you, Mr. Secretary, for indulging the entire committee and...

02:36:57 Geithner, Timothy F.Secretary

Yeah, excellent question, and you're highlighting

a really important thing. And it's that kind...

02:37:50 Schwartz, AllysonU.S. Representative

And I appreciate that because I think all of us

are being asked by our communities, our business...

02:38:03 Geithner, Timothy F.Secretary

Thank you.

02:38:48 Camp, David "Dave" LeeU.S. Representative

(Off mike) -- again, thank you, Mr. Secretary, for

being here. I look forward to those other...

02:38:58 Geithner, Timothy F.Secretary

I heard you. I did hear you. And I will always

listen, and I'll tell you when I disagree. But...

02:39:00 Camp, David "Dave" LeeU.S. Representative

Well, thank you. Thank you very much.

Thanks, Mr. Chairman.

02:39:00 Rangel, Charles B.U.S. Representative

Thank you again.
