Donald Kettl, author of The Next Government of the United States: Why Our Institutions Fail Us and How to Fix Them (W.W. Norton & Co.; December 1, 2008), participated in a panel discussion with Elaine Kamarck and Jonatha Breul on government’s response to unforeseeable crises, focusing on the administration of Medicare and the federal response to Katrina. Following the discussion panelists responded to questions from the audience. William Galston moderated.

Professor Kettl’s argues in his book that the government lacks any central control. He presents his thoughts on how government crisis response can be reformed to fit the 21st century.

Donald Kettl is Professor of Political Science and Robert A. Fox Professor of Leadership at Fels Institute of Government at UPENN.
