A panel discussion was held the threat to Americans from terrorists armed with weapons of mass destruction. The discussion focused on net assessment of terrorists' capability to employ these weapons rather than worst-case scenarios. Topics included how the odds of these attacks are judged and the policy implications of this analysis. Benjamin Friedman moderted.
