Mr. Gertz argues that high-level bureaucrats in the State Department, White House, Pentagon, and Central Intelligence Agency have repeatedly undermined the Bush administration's national security policies. Mr. Gertz says that these unelected officials - liberals from both political parties - have pursued their own agendas toward countries like Iran, China, North Korea, and Iraq and have weakened U.S. security as a result.
