Defense and intelligence analysts offered recommendations for restructuring the U.S. national security system to better safeguard against terrorism and other threats. Discussion focused on findings in PNSR (Project on National Security Reform) publications, Case Studies Vol.1 and Preliminary Findings Report, both published since July, 2008. Topics included the need for cross training of experts, the inability of disparate agencies to integrate rapidly, and counterintelligence. Panel members responded to questions from the audience.
