The program analyzed the first year of a three-year “experiment” that allows television cameras to cover certain federal cases in six district courts and two appeals courts. The in-studio guests, Mr. Dyk and Mr. Kastenmeier, had been involved in setting up the experiment. Judges and attorneys who had been involved in cases televised by C-SPAN joined them by telephone and gave their opinions about what had been accomplished by the television coverage.
