General Rupert Smith (Ret.) talked about his book The Utility of Force: The Art of War in the Modern World, published by Vintage. General Smith, who commanded British forces during the 1991 Gulf War, argues that our current understanding of war is outdated as our armies can win battles but fail to solve the problems. Therefore, modern conflicts must be understood as intertwined political and military events; and the one-size-fits-all model of total war must be abandoned in favor of new strategies that take into account the statelessness of our current enemies and the political context of each confrontation. The guest interviewer was Winslow Wheeler, director of the Straus Military Reform Project at the Center for Defense Information.

General Sir Rupert Smith was commander of the U.K. Armoured Division in the 1991 Gulf War, commander of the U.N. forces in Bosnia in 1995, and Deputy Supreme Allied Commander, Europe, of NATO in the Kosovo campaign. close
