Cook Political Report staff talked about the influential factors in the 2014 House and Senate races. Charlie Cook said Republican Party “brand” difficulties and second presidential term “fatigue” were two of the biggest factors. Afterward, Jennifer Duffy predicted that the Republicans had a “25 to 30 percent” chance of winning a majority in the Senate. David Wasserman in his portion said that the tendency of older voters turning out in greater numbers than younger voters in midterm elections works against Democrats, and he forecast a minimal shift in the make-up of the House. close
