President Bush responded to reporters' questions in the Rose Garden on the first anniversary of Iraq’s attack on Kuwait, the first event that eventually led to the Persian Gulf war. He discussed the results of the recently completed U.S.-Soviet summit, the continuing negotiations for a peace conference in the Middle East, and the continuing investigations into claims of sightings of POW-MIA’s from the Vietnam war in Southeast Asia. President Bush also discussed his domestic agenda including the economy and the civil rights bill, and said he had not made a firm decision to run for president in 1992. He did say he did not have a health problem, and a health problem would be “about the only thing” that would make him change his mind from running. He defended his domestic program, telling the American people not to listen to charges from frantic Democrats but rather give the president’s programs a chance. He blamed a “frustratingly negative” Congress for failing to accept his programs on domestic issues.
