Delegate Eleanor Holmes Norton talked about a bill to give partial voting rights to the five delegates in Congress who are scheduled for a vote in the House on the next day. The bill would give voting rights in the Committee of the Whole to the five delegates representing the District of Columbia, Virgin Islands, Puerto Rico, Guam, and America Samoa.
