President Bush announced the nomination of Mr. Portman as director of the Office of Management and Budget and Ms. Schwab as U.S. Trade Representative.

In response to questions after the announcement he strongly endorsed Secretary of Defense Rumsfeld and said he had confidence that the secretary was performing well.
