Former Vice President Al Gore spoke about domestic surveillance and other policies of the Bush administration, saying that the president had been “breaking the law repeatedly and insistently” in a “shameful exercise of power” that threatened the structure of checks and balances. He also called on Congress to exercise its oversight powers and for the appointment of a special counsel to investigate the abuse of executive power.
