The Center on Federal Financial Institutions held a policy forum on federal flood insurance after Hurricane Katrina. Members of the panel discussed the need to increase participation, encourage risk reduction techniques, and restore the program to solvency after an expected 10 billion in losses. Panelists considered governmental provision, homeowner purchase, and subsidizing of flood insurance. They also talked about whether new development or building should be restricted. Following the panel, participants responded to questions and comments from members of the audience.
