Chairman Volcker presented the Comprehensive Report of the Independent Inquiry Committee into the United Nations Oil-for-Food Program. The report was critical of practices employed by UN personnel in managing the program and the culture of corruption and nepotism it found with administration of the oil-for-food efforts. Following remarks by ambassadors on the Security Council they recessed for closed consultations.
