First the governors voted on proposed policies and recognized outgoing governors. The 2005-2006 NGA chairmanship will pass to Governor Huckabee who spoke briefly at the end of the session. Governor Barbour spoke about the July 2006 NGA summer conference which will be held in Biloxi, Mississippi. 

Then the governors focused on the closing plenary session topic, “Creating new high schools from the ground up.” Mr. Feinberg described his Knowledge Is Power Program (KIPP), a system of charter schools in several states. Following his presentation, Mr. Feinberg answered governors' questions.
