Ms. Carlin talked about the history of Afghanistan beginning with the 1980s wars which resulted in five million refugees spread across the continent. She had traveled to Afghanistan in 2003 as a researcher for the Bank Information Center, a non-profit organization. She showed slides from her research. She discussed ways the international community can engage Afghanistan for effective development, as well as her recent report about the international financial institutions' effects on the emergence of Afghan civil society. After her presentation Ms. Carlin answered audience members' questions.
Ms. Carlin was formerly with the International Rescue Committee, the Swedish Committee for Afghanistan, and The World Bank. She was formerly the Afghan repatriation officer for the United Nations High Commissioner for Refugees.
