Chairman Greenspan testified about the state of the U.S. economy, proposed economic reforms, the fiscal future of Social Security, and tax policy. In his remarks he emphasized the need to adopt more fiscal discipline in formulating budgets, warned against characterizations of the Social Security program as in “crisis,” and provided thoughts on implementation of a federal consumption tax.
