Lieutenant General Boykin spoke at a ceremony to honor the 23 American troops killed 15 years ago in December, 1989 during Operation Just Cause in Panama. Ms. LaSpada read a message from the president. The ceremony also includeed a presentation of the colors, the Pledge of Allegiance, a roll call of remembrance, placing of a wreath, playing of Taps, a poem, and prayers.
