Following an introduction by Mr. Smith, Justice O’Connor was presented with the Center for the Study of the Presidency’s 2004 Publius Award. The award is given annually for "bi-partisan leadership at the Federal Level of government". Justice O’Connor then spoke about the history of the relationship between the executive and judicial branches of the federal government.
